describing children and adults with disabilities. Since our language
reflects our values, our language must change. Change in language
will assist in achievement of the goal for all Americans: to attain
dignity, respect, and the opportunity to participate fully in
American life.
The Federal Resource Center for Special Education (FRC) — The
Individuals with Disabilities Education Act (IDEA)

FRC is a nationwide special education technical assistance network
that provides a national perspective for establishing technical
assistance activities across regions. The Individuals with
Disabilities Education Act (IDEA) is the law that guarantees all
children with disabilities access to a free and appropriate public

The National Information Center for Children and Youth with
Disabilities (NICHCY)

This site has merited several awards, most recently, as one of the
top ten sites in terms of gender equity and education by the Women's
Educational Equity Act (WEEA). It contains access to information for
families, educators and community members and organizations on
children with special needs, in both English and Spanish.
Additionally, the NICHCY site provides personal responses to
specific questions by phone or e-mail; access to many kinds of
publications; and can put users in touch with other organizations
and sources of help.

disabilities as well as on specific disabilities. Resources are
provided to location legal information, associations and national
professional, support, advocacy and discussion groups, as well as
