First Time Applicants

Certification sent to Atlanta VA Regional Processing Office

By Mail
When

  1. At least 45 days prior to 1st day of class for Advance Pay Requests
  2. No sooner than 120 days prior to the 1st day of class for all applicants
  • VA Application Form 22-1990 and the following documents: *

  • USC Enrollment Certification Request Form completed
  • Copy of Military Orders annotating dates of activation
  • Copy of DD Form 214 (annotating period of active service)

* A "Certificate of Eligibility" from the VA can substitute for the VA form 22-1990. However, if the veteran has previously established his eligibility for Chapter 1606 VA Educational Benefits, then a 22-1995 annotated "1607" will suffice.
